Road Construction Equipment in Egypt: From Subgrade to Asphalt, Who Does What

A 3 km access road from the regional highway to a new factory in Sadat City looks like one job on the programme. On the ground it is four jobs stacked on top of each other: the subgrade, the subbase, the base course and the asphalt. Each layer has its own machines, its own test, and its own reason to stop. Most delays on Egyptian road works are not a missing machine but a machine that arrived for the wrong layer, or a water bowser booked for a week when the roller needed it for a month.

This guide covers road construction equipment in Egypt layer by layer: what each layer is for, which machines build it, what you rent and what you subcontract, and how to plan the layer cycle so the roller, the bowser and the trucks are on site together.

A road is four layers, and each one is a different job

LayerWhat it isWhat it has to do
SubgradeThe natural ground or the fill placed on it, cut or filled to the design level and compactedCarry everything above it without settling or softening when wet
SubbaseA granular layer, usually sand-gravel or crushed material, spread and compacted on the subgradeSpread the load, keep the base out of the subgrade, drain
Base courseCrushed stone aggregate, graded and compacted to a tight toleranceThe structural layer that takes the traffic load
SurfaceHot asphalt in one or two courses (binder and wearing), or interlock or concrete on lighter roadsSeal the structure and give the riding surface

Layer thickness and density come from the project specification, which depends on the road class and the traffic. For equipment planning the point is this: the layers are built from the bottom up, each one is tested before the next goes on, and the tests set the pace. A base course that fails density is rarely fixed by a bigger roller. It is usually moisture, material or a lift that was too thick.

The US Federal Highway Administration's manual on the geotechnical side of pavements (NHI-05-037) gives whole chapters to compaction and to water in the pavement layers, because those two decide how long a road lasts. It is an American reference, not the Egyptian specification, but the physics is the same outside Minya: a layer compacts at the right moisture content, and a layer that holds water fails early.

Who does what: the machines by stage

StageMachinesWho usually supplies them in Egypt
Clearing and earthworksBulldozer, excavator, wheel loader, dump trucks (tippers), water bowser, rollerDozers and graders often subcontracted with an operator; loaders, excavators and bowsers rented
Subgrade preparationGrader, water bowser, roller, sometimes a dozer with a ripper for rockGrader often subcontracted; bowser and roller rented
Subbase and baseDump trucks from the quarry, wheel loader at the stockpile, grader, water bowser, vibratory smooth-drum rollerTrucks by the supplier or a haulage contractor; the rest rented or subcontracted
AsphaltAsphalt plant, distributor for the prime and tack coats, paver, tandem steel rollers, pneumatic-tyred rollerOne specialist asphalt contractor with plant, paver and rollers
SupportGenerator for the office and lab, lighting towers for night paving, compressor and breakers for cutting existing roads and utility crossings, mobile crane for culverts and precastRented

Two machines in that table do the fine work and set the quality: the grader and the roller. The dozer and the loader move the bulk. The difference between a dozer and a grader is covered in land levelling equipment in Egypt, and it holds on a road: the dozer gets the formation close, the grader produces the level and the camber, and no loader replaces either.

The layer cycle: the four machines that have to be on site together

Every granular layer goes through the same cycle:

  1. Deliver. Tippers bring the material from the quarry and tip it in windrows along the alignment.
  2. Spread. The grader spreads it to a loose thickness that will compact to the specified lift. A loader can rough-spread a yard or a short access road, not a road that has to meet a level.
  3. Water. The bowser brings the layer to its compaction moisture. In Egyptian summer heat the layer dries from the surface in minutes, so the bowser runs just ahead of the roller, not once in the morning.
  4. Compact. The vibratory roller makes the number of passes set by a trial section at the start.
  5. Test. The lab takes density tests, and the next layer waits for the result.
  6. Trim. The grader cuts the surface to level before the next layer or the prime coat.

The consequence is often missed: the grader, the bowser, the roller and the trucks are needed together for the whole layer programme, not one after the other. A bowser sent back after the first layer will be needed again for every layer that follows. The sizing of the bowser and its daily trips is worked out in how big a water bowser your site needs.

The same bowser has a second job between layers: keeping the haul road down. Watering traffic routes is the standard dust control on any site, and on a road job the haul road is the road itself; see water bowsers for dust control.

Asphalt day: the compaction window

Asphalt is different from the granular layers because the clock is temperature, not moisture. The mix leaves the plant hot, the paver lays it, and the rollers have to reach density before the mat cools. The reference sequence in the Pavement Interactive construction guide is a breakdown roller behind the paver, an intermediate roller (often pneumatic-tyred) to knead the mat, and a finish roller to remove marks. Below roughly 80°C, further rolling improves the surface texture but adds very little density.

What that means in Egypt:

  • Plant distance matters. A plant an hour away through ring-road traffic delivers cooler mix than one twenty minutes away. Ask where the plant is before fixing the paving dates.
  • Summer helps, winter nights do not. On the North Coast or in Upper Egypt in January, an evening lay cools quickly. Contractors stop paving when the wind picks up or the surface temperature drops below the specification's minimum.
  • The rollers come with the asphalt contractor. On almost every Egyptian job the asphalt contractor brings the paver, the rollers and the crew as one package. The main contractor provides the prepared base, the access, the lighting for night paving, and the traffic management.

What you rent and what you subcontract

The Egyptian rental market splits road equipment into three groups.

Specialist, almost never rented bare. Asphalt plants, pavers and cold planers belong to asphalt contractors and come with their crews. You buy the paving as a service, by the tonne or the square metre.

Rentable, but scarce. Bulldozers, graders and the larger rollers exist in the rental market, but the pool is thin and the good machines are booked months ahead. The EXON Radar snapshot of 23 September 2026, counting posts in Egypt's largest Facebook equipment groups, shows the pressure: for every 100 dump trucks listed for sale there were 33 requests for one, and the figures for bulldozers and graders were 27 and 25. Wheel loaders and excavators sat at 19, and cranes and forklifts at 2. Those are posts, not orders, but the direction is clear: the machines that build the formation are the hardest to find. The live figures are on the demand tab.

Rentable, and plentiful. Most of the road job's support machines come from here:

Moving the machines between sections

A road job is linear. The roller that finished the first 2 km has to reach the next section, and a steel-drum roller does not travel far on its own. Lowbeds move the rollers, grader and excavator; the loader and bowser usually drive. Plan the moves with the layer programme: a grader waiting for a lowbed on a Friday costs a day. The permits, escorts and loading rules are in moving heavy equipment between sites in Egypt.

The road equipment plan in ten lines

  1. Take layer thicknesses and densities from the specification and work out the material per layer.
  2. From the quantity and the quarry distance, work out truck loads per day and the trucks needed.
  3. Decide who supplies the grader and the roller, and book them for the whole layer programme.
  4. Size the water bowser by trips per layer plus the haul road, and keep it for the whole job.
  5. Ask the lab how long density results take and plan for the wait.
  6. Fix the asphalt contractor early and ask where the plant is.
  7. Decide whether any paving runs at night and book the lighting.
  8. Plan the culverts and crossings, and the crane and compressor days they need.
  9. Schedule lowbed moves between sections with the layer cycle, not after it.
  10. Put the generator, the office and the lab on site before the first layer, not after.
